Donald and Patricia Dillard bought their first truck in 1979. They hauled freight across the United States until 1983 when they bought their first end dump and became certified for hauling hazardous waste.
The business continued to expand and the fleet grew to several truck and trailer units. In 1988, Donald retired following a heart attack and Patricia took on management of the company on a full time basis.
Oil companies made up the majority of the customer base initially. With the increased removal and replacement of underground storage tanks during the 1980's and 1990's, stockpiles of contaminated soil were generated and Dillard added wheel loaders and excavators to service its clients.
In 1993, the corporation filed for the dba, Dillard Enviornmental Services and increased the services provided to their customers. The corporation expanded its services to include underground storage tank removal, site remediation, drum management, lab packing services and industrial cleaning. Throughout the 1990's additional construction and transportation equipment was purchased for performing the variety of services offered.
By the end of the 1990's, the oil companies completed most of their underground storage tank replacement projects. By offering broader services, Dillard continued to expand its customer base to include clients such as Caltrans, Port of Oakland, The City and County of San Francisco, military bases and many others.
